RUSSIA’S INFORMATION SECURITY MECHANISM: CHALLENGES TO CIVIL LIBERTIES AND GEOPOLITICAL POWER DYNAMICS

In the contemporary global framework, the role of cyberspace is identified as a crucial domain of statecraft and policy formulation, impacting national security, political legitimacy and interstate interactions. Russia’s approach for the information domain has transitioned from episodic regulation and monitoring to a dynamic state strategy that regards information control, cyber operations, and digital infrastructure policy as fundamental elements of national security. In 2017, President Vladimir Putin famously stated that, “whoever gains a monopoly in AI will rule the world.” In Russia the information space constraints a critical system of both offensive and defensive techniques making it a complex interplay between cyber security agencies and state laws. Russia’s vision of information security and information sovereignty is manifested in its Information Security Mechanism, primarily the Information Security Doctrine,2016 supplemented by the Sovereign Internet Law,2019, Yarovaya Law, among others. It chiefly embodies a centralized internet infrastructure- a synthesis of security policy and political ideology in which information security is intrinsically linked to the maintenance of state stability.
