Transformation of Public Spaces Under Flyovers

Abstract

Cities contain many spaces that belong to no one. Land beneath flyovers is the clearest example — physically present but socially invisible, left dark and noisy, accumulating what urban life prefers not to see. This paper studies whether these spaces can be genuinely converted into places people want to visit, and under which conditions. Drawing on secondary research and a comparison of three projects — Railroad Park in Birmingham, Alabama; the 2k540 Aki-Oka Artisan District in Tokyo; and Delhi's under-flyover improvement program — the study finds no single solution or formula, but regular conditions: community involvement, designs suitable to the site's conditions, varied activities, and clear responsibilities. The paper also argues that Indian cities face distinct challenges rooted in institutional fragmentation and complex informal communities, making direct copies of international models both insufficient and potentially problematic. It comes with an Indian-specific approach that treats transformation under-flyover as a matter of spatial justice, not merely urban beautification.
