Women’s Empowerment through Financial Inclusion, Financial Literacy, and Gender-Responsive Policies: A Triad Framework Analysis

Increased financial exclusion among women remains a key barrier to sustainable development, with more than 740 million women globally still excluded from the formal economy (Demirgüç-Kunt et al., 2022). This paper argues that achieving financial empowerment for women requires an integrated approach, rather than isolated interventions, by combining three interrelated components into a coherent framework, the “Triad Framework”: financial inclusion, financial literacy, and gender-responsive policy.
Grounded in Naila Kabeer’s (1999) Resources–Agency–Achievements model, and supported by evidence from Bangladesh, Rwanda, India, and Kenya, this analysis demonstrates that financial inclusion, while essential, is insufficient on its own to ensure meaningful empowerment. Financial inclusion provides the structural foundation through access to banking services, mobile wallets, and credit facilities. Financial literacy strengthens the cognitive capacity required to effectively use financial tools, while gender-responsive policies create an enabling environment by addressing systemic discrimination through supportive legislation and institutional mechanisms.
Despite these advances, structural barriers such as the digital gender divide, algorithmic bias in credit systems, and patriarchal gatekeeping continue to limit women’s financial agency. Accordingly, the recommendations derived from this analysis emphasize the need for policymakers, financial institutions, and civil society organizations to adopt coordinated strategies aimed at removing these constraints. The findings further suggest that the transition from mere financial access to genuine financial empowerment requires a shift from gender-neutral approaches towards gender-transformative policy design.
