TEACHER COMPETENCY AND ENGLISH LANGUAGE TEACHING IN SENIOR SECONDARY GOVERNMENT SCHOOLS: A STUDY OF VAISHALI DISTRICT

This study looks at the role of teacher competence in English Language Teaching (ELT) in senior secondary government schools in Vaishali district, Bihar. Teacher competence is a key factor in educational quality, especially in English language education, where skills in language, teaching methods, classroom management, and technology greatly affect students' learning results. The research examines how well English teachers in government senior secondary schools have the necessary professional skills for effective teaching and the challenges they face in their classrooms. It draws on the National Education Policy (NEP) 2020, the National Professional Standards for Teachers (NPST), and the National Curriculum Framework for Teacher Education (NCFTE). The paper emphasizes the link between teacher skills and students' language learning.
The study uses a qualitative and descriptive approach based on policy documents, government reports, academic literature, and observations related to government schools in Vaishali district. The findings indicate that while many teachers show dedication and knowledge of the subject, there are gaps in their use of communicative teaching methods, training, use of technology, and ongoing professional development. Large class sizes, poor infrastructure, limited access to English-speaking environments, and administrative tasks further limit effective teaching.
The study suggests that improving teacher competence through focused training programs, regular workshops, digital literacy efforts, and policy support can significantly enhance English language learning in government schools. The paper concludes that teacher competence is essential for successful ELT and that the educational changes proposed under NEP 2020 can only happen if teachers are supported as reflective practitioners and lifelong learners.
