Micro Minorities in India and their Democratic Inclusion

Micro minorities in India, small religious, linguistic, ethnic, and tribal communities with minimal demographic presence, remain politically vulnerable despite constitutional commitments to pluralism under the Constitution of India. This paper argues that India’s democratic inclusion operates through structures that privilege numerical strength and organised political mobilisation, thereby rendering micro minorities electorally insignificant and institutionally invisible. As a result, these groups face limited political representation, restricted access to welfare resources, and growing risks of cultural and linguistic erosion. From a political science perspective, micro minorities serve as a critical lens to assess the depth of multicultural democracy, revealing gaps between formal safeguards and substantive equality. The paper contends that existing minority frameworks overlook intra-minority hierarchies and proposes recognising micro minorities as a distinct policy category supported by decentralised representation, disaggregated data-driven governance, and culturally responsive welfare delivery to ensure more inclusive citizenship and democratic participation.
